Federal Law on Higher Education rightsAt a federal level, the current code is the German Higher Education Framework Act (Hochschulrahmengesetz), however, Art. 125a (2) of the Basic Law replace this federal law by national law. Only in the area of university admission and university degrees, the legislative competence (according to Art. 74 I No. 3 Basic Law) has remained with the Federal Legislature.
